France has emerged as the pivotal country in discussions over a defining EU climate target, which will set the trajectory for the bloc’s economy and its decarbonisation plans for the next 15 years.
Almost a decade after the Paris climate agreement, which committed countries to keep global warming to 1.5C above pre-industrial levels, the French government is dragging out negotiations over an interim greenhouse gas reduction target, people close to the talks said.
The conditions requested by Paris would protect industries hurt by tariffs and which needed extra support to invest in clean energy, they said.
